Prime Minister Narendra Modi has set a 10-point agenda for the nation. The agenda includes reviving confidence in bureaucracy, focusing on innovative ideas in the Government and work freedom for officials, executing policies in a time-bound manner, and health, water, education, roads and energy to be priority areas.

Dr Subir Gokarn of Brookings India feels the key for better execution would be time-bound responses in inter-ministerial co-ordination. "Earlier, anybody could veto the project any time. So, if there is a time-bound schedule, you are out of the game if you don't respond," Gokarn said.

Ashok Bhattacharya, Editor, Business Standard, says e-auction could be the key reform to be implemented by the Modi Government.

Gokarn feels that the Prime Minister's Office cannot be substituting ministers. "Maximum reforms/action will happen in areas of strong minister/strong PMO," Gokarn added.

On goods & service tax (GST), Gokarn says incentive to evade taxes will go down with GST. "And narring petroluem, everything can be covered under GST. We are expecting a positive surprise on GST about a new deadline," Bhattacharya said.

The immediate challenge for the Government would be presenting a credible budget. "And Budget must give a clear gameplan about what the Govt intends to do, " Bhattacharya added.
